ANSI Class 1 vs. Class 2 vs. Class 3

ANSI/ISEA 107 uses both a garment Type and a Performance Class. Type describes the work setting; Class describes the minimum amount and placement of high-visibility background and retroreflective material.

Roadway or public-safety work requiring greater daytime and nighttime conspicuity. Construction crews, utility workers, survey crews, airport ground crews, and many traffic-exposed jobs. A common minimum for roadway work, but the employer or controlling agency may require Class 3.
Type R or P
Class 3
Higher-risk, complex, poor-weather, low-light, or longer-recognition-distance conditions. Night flaggers, high-speed roadway crews, towing and recovery crews, and emergency response work. Provides the largest visible area and helps identify the wearer's human shape through torso and arm coverage.
Role identification
Colored / non-ANSI
Low-risk settings where the purpose is identifying staff, visitors, volunteers, departments, or teams. Events, warehouses without a roadway requirement, schools, security teams, and facility visitors. Reflective tape or a bright appearance alone does not make a garment ANSI compliant; check the sewn-in label.

What safety vest should I buy?

Use these questions as a starting point. If a job specification or safety manager names a Type or Class, that requirement controls.

Will the worker be inside a roadway work zone?

Start with Performance Class 2 or 3. The current MUTCD requires one of those classes for workers within a roadway temporary traffic control zone, with the appropriate class selected by the employer's designated safety person.

Is it off-road work around moving equipment?

Type O Class 1 may be appropriate when the environment is non-complex, hazards do not approach at roadway speeds, and no higher employer or agency rule applies.

Are visibility conditions especially demanding?

Consider Class 3 for nighttime work, poor weather, complex backgrounds, high-speed traffic, or tasks that divert the worker's attention. Nighttime flaggers should wear Class 3 under MUTCD guidance.

Is the vest only for role identification?

A colored safety vest can separate visitors, employees, supervisors, volunteers, or departments by color. Do not substitute it for ANSI apparel when certified high visibility is required.

How each safety vest class is used

ANSI Class 1: off-road visibility

Type O Class 1 provides the minimum ANSI/ISEA 107 conspicuity for workers exposed to moving equipment or vehicles away from public roadway traffic.

Do not assume a basic reflective vest is Class 1. The label must identify it as ANSI/ISEA 107 Type O, Performance Class 1.

ANSI Class 2: roadway visibility

Class 2 adds more fluorescent background and retroreflective material than Class 1. It is widely used where workers are exposed to roadway traffic or moving equipment in more complex surroundings.

ANSI Class 3: greatest visibility

Class 3 uses the greatest amount of high-visibility material. Sleeved vests, shirts, and jackets add arm visibility that helps drivers recognize a person and their movement sooner.

Color and compliance

Does vest color determine the ANSI class?

No. ANSI classification depends on tested materials, minimum visible areas, garment design, and labeling—not color alone. Compliant garments commonly use fluorescent yellow-green or orange-red background material with retroreflective bands.

Blue, black, red, green, and purple vests are useful for identifying roles or teams, but most are not substitutes for certified roadway apparel. Even a yellow or orange vest is not proven compliant unless its sewn-in label identifies the ANSI/ISEA standard, Type, and Performance Class.

Beyond the class rating

Choose the right vest features for the job

Once the required Type and Class are known, compare comfort, storage, garment construction, and job-specific hazards.

Mesh or solid fabric

Breathable mesh helps in hot conditions. Solid fabric can provide more structure, wind resistance, and a smoother area for pockets or logos.

Pockets and surveyor layouts

Safety vests with pockets keep radios, pens, phones, plans, and small tools accessible. Surveyor styles provide greater storage and organization.

Breakaway construction

Breakaway shoulders, sides, or closures can help a garment release if it catches on machinery, material, or moving equipment.

Vest, shirt, or jacket

A vest layers easily. A high-visibility shirt gives all-day coverage, while a reflective jacket adds weather protection. The garment still must meet the required Type and Class.

Flame-resistant protection

High visibility does not automatically mean flame resistant. If flash-fire, arc-flash, or other thermal hazards exist, select apparel certified to the separate standard required for that hazard.

Custom logo printing

Many ANSI garments can be customized, but artwork should not cover reflective tape or reduce the required visible background area. For large graphics, ask us to review placement before production.

Verify before use

How to tell if a safety vest is ANSI compliant

Do not judge compliance from a product photo or reflective tape alone. Check the permanent garment label and the employer's requirements.

Look for these label details

  • Standard: ANSI/ISEA 107 and the edition year
  • Type: O for off-road, R for roadway, or P for public safety
  • Performance Class: 1, 2, or 3
  • Care information: washing and service-life instructions
  • FR marking, if needed: proof of compliance with an applicable flame-resistant standard

Replace or remove from service when

  • The fluorescent fabric is badly faded, stained, torn, or permanently soiled
  • Reflective bands are cracked, peeling, missing, or no longer reflect effectively
  • The vest no longer fits or closes correctly
  • Alterations or decoration cover required visible material
  • The employer, manufacturer, contract, or agency requires replacement

Remember: ANSI/ISEA 107 defines garment performance. OSHA rules, the MUTCD, state or local requirements, a project contract, and the employer's hazard assessment determine what a worker must wear in a specific situation.

Safety vest class FAQs

What class safety vest do construction workers need?

It depends on the site. Workers within a roadway temporary traffic control zone generally need Performance Class 2 or 3. Off-road construction sites may have different requirements based on moving equipment, visibility, the employer's hazard assessment, and the project specification. Never select a class from the job title alone.

Is Class 3 always better than Class 2?

Class 3 provides more high-visibility material and greater body definition, but the correct choice is the class required for the hazard. More material can also affect heat and comfort. Use the required class, then choose a breathable or weather-appropriate garment within that class.

Do I need a Class 3 safety vest at night?

Not every nighttime task automatically requires Class 3, but darkness increases risk. The MUTCD recommends Class 3 apparel for flaggers during nighttime activity. Other workers should follow the employer's hazard assessment and the agency or contract rules governing the site.

Can a vest be ANSI Class 3 without sleeves?

A standalone Class 3 garment needs the required torso and arm coverage, so Class 3 apparel is commonly made as a sleeved vest, shirt, jacket, or coverall. A Class 2 top worn with a qualifying Class E bottom can form a Class 3 ensemble when both items are labeled and used as specified.

Are black, blue, red, or green safety vests ANSI compliant?

Most solid colored role-identification vests are not ANSI/ISEA 107 compliant, even if they include reflective tape. Some garment designs use non-fluorescent contrast panels while retaining enough certified background material to qualify, so the sewn-in label—not the product color name—provides the answer.

Can I add my company logo to an ANSI safety vest?

Many ANSI-rated garments can be logo printed. The decoration should stay off retroreflective bands and must not reduce the required visible fluorescent background area below the garment's rating. Choose a suitable print size and location, and have large artwork reviewed before production.

What is the difference between reflective and fluorescent material?

Fluorescent background material increases daytime visibility by converting ultraviolet light into visible light. Retroreflective material returns light toward its source, helping drivers see the wearer at night when headlights illuminate the garment. ANSI high-visibility apparel uses both in specified amounts and placements.

How should a safety vest fit?

The vest should close correctly, allow safe movement, and remain visible from all sides without excessive loose material that can snag. It must fit over the clothing or outerwear worn on the job. Do not cover the vest with a backpack, jacket, or equipment that defeats its visibility.
